Usually, if the owner removes the AirTag from their Apple ID, other people can activate and use the AirTag. However, according to Apple's published support document How to Reset an AirTag, if the person who removed the AirTag wasn't within Bluetooth range of the AirTag, the next person To use that AirTag, you need to reset the AirTag.

AirTag Reset Instructions

Here's how to reset your AirTag, as published by Apple.

  1. Press down on the AirTag's sleek stainless steel battery cover and turn it counter-clockwise. Turn the cover until it stops rotating.
  2. Remove the cover and battery.
  3. Reseat the battery.
  4. Press down on the battery until it clicks.
  5. After the beep, remove and reinsert the battery four more times, and finally press down on the battery until you hear the beep. You should hear a beep every time you press the battery. You will hear a total of 5 beeps.
  6. Reinstall the cover by aligning the three tabs on the cover with the three grooves on the AirTag.
  7. Press down on the cover until you hear a click.
  8. Rotate the cover clockwise. Turn it until it stops rotating.

When I tested it, I was able to confirm that the AirTag still produced sound even when the stainless steel battery cover was removed.

I was curious, so I tried the above procedure without deleting the AirTag (while it was connected to my account), and when I brought it closer to my family's iPhone, the AirTag was recognized.
